Helping New Neighbors Get Their Start

The Greater Toledo Newcomer Center, powered by JFS of Washtenaw County, is now open and providing resettlement and integration services in the Toledo area. The GTNC offers critical resettlement support and ongoing social services to promote meaningful inclusion of newly arrived refugees and immigrants.

Our Services

RECEPTION AND PLACEMENT (R&P)
The resettlement program ensures your safety and orientation to the United States during and after arrival as a refugee or SIV. Applicants can apply for the 30-day program up to 90 days after arrival, once in their lifetime.

Program includes:
  • Establishing housing, furnishings and required household items
  • Food and clothing assistance, as well as pocket money
  • Two home visits
  • Orientation to community
  • Access to health services and screening 
  • Referral to Employment services, English language services, and ongoing social services
  • Assistance obtaining social security cards, applying for public benefits and school enrollment
  • Orientation to potential income sources outside of resettlement income



MATCHING GRANT PROGRAM
The Matching Grant Program is an employment program supported by a partnership with the federal government and local community.  

​The following services are included in the Matching Grant Program:
  • Case Management: Identifying and addressing barriers to economic self-sufficiency
  • Employment Services: Placing employable clients as quickly as possible into appropriate jobs so that the household becomes self-sufficient within 180 – 240 days
  • Core Maintenance Assistance: Providing financial support towards living expenses prior to becoming self-sufficient.

GTNC helps employers find  motivated and experienced employees, providing ongoing support to both employer and employee to ensure maximum productivity and job stability.
  • Employers are matched with a diverse pool of job seekers with various professional skills and employment backgrounds.
  • GTNC works directly with the employer to facilitate job readiness training and retention support
  • Employers may be eligible for the Work Opportunity Tax Credit (WOTC) when hiring employees who have received public assistance in the past.
 
GTNC ensures all participants in our programs:
  • Have proper documentation and are legally authorized to work
  • Are pre-screened and assessed to match with the employer
  • Will diversify your workforce

REFUGEE SOCIAL SERVICES
Refugees, asylees, victims of human trafficking, special immigrant visa holders, Cuban/Haitian entrants, Afghan parolees, and Ukrainian parolees are eligible for refugee social services if they are within the first five years of holding that status. The goal of the Refugee Social Services program is to connect clients with employment.

The following employability services are provided:
  • Employment Services: development of a self-sufficiency and employability plan, job readiness workshops, job development, referral to job opportunities, job placement and follow-up
  • English language instruction: testing and instruction with an emphasis on English as it relates to obtaining and retaining a job
  • Skills Recertification: career guidance and financial assistance to support professional employment in an area of relevant previous education and experience
  • Transportation: transportation and access to transportation assistance as needed for acceptance and retention of employment
  • Case Management Services: assistance around navigating benefits and community resources to support employment as soon as possible after arrival in the United States
  • Employment Authorization Document Assistance: assistance completing EAD applications for eligible clients

Preferred Communities Programs (PC):

Preferred Communities (Intensive Case Management and Group Programming): provides intensive case management services for particularly vulnerable populations, including those with chronic physical health conditions or mental health needs, single parents, young adults living without family, LGBTQI+ individuals, and others. ORR-eligible populations can receive one year of services through PC, and can be enrolled in the program at any time during their first five years in the U.S (or since their grant of asylum).

Preferred Communities Cuban/Haitian Initial Services program: provides initial resettlement services for Cuban/Haitian entrants and humanitarian parolees. GTNC provides case management services to ensure clients access public benefits, refugee health screening, assistance with Employment Authorization Document and Social Security Card applications, referral to employment services or English language support, school enrollment (for minors) and other services.

​Preferred Communities (PC) Ukrainian Initial Services program: provides initial resettlement services for Ukrainian Humanitarian Parolees (UHPs). GTNC provides case management services to ensure clients access public benefits, refugee health screening, assistance with Employment Authorization Document and Social Security Card applications, referral to employment services or English language support, school enrollment (for minors) and other services.
